Scenario

In response to the rising demand for re-housing key workers, a responsible Housing Association in the United Kingdom acquired five properties within a twenty-mile radius of Glastonbury town centre, the BA6 postcode, to expand its portfolio.

The properties must align with the United Nations Sustainability Development Goals (UNSDG) as part of the project’s requirements. The Housing Association would like to implement certain changes to the properties to convert them into ‘sustainable’ living spaces with a unique style and modern comforts.

They have provided us with a specification sheet of the interior with a list of ‘items’ and ‘work’ required (please see the assignment folder on SurreyLearn).

Your task is to propose, plan and cost the internal decoration, furnishing and set up for one property as the focus for the proposal. The requirements and specifications for the property is sent alongside this brief and are also available in the assignment folder on SurreyLearn.

Your individual proposal report is competing with that of other Project Management companies. So, it is important to present realistic competitive market estimates and underpin your work with the competent application of project management techniques from this module, with relevant references to help demonstrate professional employability skills that will make the project owners select your proposal.

A list of constraints and an outline of agreed project tasks is provided below. As a deliverable, you are expected to produce and submit a project proposal report (and its supporting files) by the EC approved date. The report MUST provide a sound insight into the project’s lifecycle (and activities).

Key constraints

  1. The start date for the project is the 25th of August 2025, a month after submitting the proposed plan.
  2. The plan must include:
    • Double glazing windows and doors in all properties starts on the 27th of August 2025 (booked and cost already agreed with the relevant contractor)
    • Installation of Air-Source Heat Pumps in all of the properties
    • Installation of 1800 Litres, Direct Pressure Underground Rainwater Harvesting Systems in all of the properties (estimated cost and lead time).
    • Installation of Energy-Efficient light systems in all of the properties
    • Installation of Security systems, Smoke and Carbon Monoxide Alarms in all of the properties (cost already agreed with the relevant contractor)
    • Inspection for Energy Performance Certification (EPC)
    • Clearance and recycling of all generated waste must be completed before the proposed project end date.
  3. The budget for the entire project is the sum of the actual cost of items and estimated work costs. The cost of some items is already provided, some are incomplete, and some are missing (you are expected to tackle this little problem). Where required, a rationale for any additional costs must be clearly stated
  4. All the project costs must be appropriately documented. This includes, but is not limited to, costs for items and work (see the specification sheet in the assignment folder)

The Housing Association wants the following information included in your project proposal as outlined below:

Introduction

  1. One-page brief discussion on the Project Lifecycle used to structure this project
  2. One-page scope statement of this project
  3. One-page Work Breakdown Structure showing how the budget for this project will be apportioned

Summary table for the detailed plan

A table showing the summary of estimated costs, duration and the critical path for each property and the overall Project.

Analysis of the project

  1. Stakeholder analysis (at least 15) for the project, showing how you would engage with the key stakeholders
  2. A financial analysis and possible projected profit (The housing association would like your input on this investment)
  3. An analysis of key risks (at least 15) associated with the entire project and construct a project risk register to include your proposed risk response strategies for all 15 risks

Recommendation(s)

  1. The probability that this project can be completed within 4 weeks (support with rationale)
  2. A brief recommendation of a theoretical team structure and key Belbin® roles that will help deliver your planned project successfully – context is very important here
  3. Any other convincing recommendation(s) from your analysis

Project Assumptions

You will need to make assumptions (in parts) to enable the cost of the project to be estimated. You must ensure that these are justifiable, logical, and consistent. They must be presented in your project planning proposal.

Detailed plan (submitted as separate files)

An individual Gantt chart for your allocated apartment constructed using MS Project Software to determine an estimate for the cost and duration of the tasks identified in the project and the critical path (within ±10% of the specifications where applicable)

Project Deliverables/Milestones

The project proposal planning report must be submitted via SurreyLearn on the date and time in your approved EC. It is expected that there will be deliverables and milestones within the project and you will need to advise the Housing Association of these in your report.
