You are working for a consultancy firm which specialises in providing procurement and construction advice to both commercial and non-commercial organisations. Your firm has been appointed to provide advice to a client on the procurement and tendering strategy for a large mixed-use development project in a UK location. There are prospects of similar developments in locations outside of the UK. Achieving a successful outcome is key in showcasing what can be achieved elsewhere.
The client has limited experience with such construction projects and will look to your organisation for guidance on a successful outcome. The client has expressed a desire for the development to achieve high-quality outcomes and value driven decisions, while minimising project risks. The development includes luxury residential flats, retail, and commercial spaces, with several specialist design and construction elements. One of the client’s key requirements is that the project not only adopts sustainable practices, but for the buildings to achieve BREEAM rating of ‘Excellent’ and a WELL gold certification.
The project will be located on a brownfield site that accommodated various buildings including a warehouse previously used for the manufacture of car batteries. There are currently no buildings on site as these were demolished by the previous owners.
During an initial meeting, the client raises concerns about selecting an appropriate procurement route and tendering approach. They are particularly worried about potential risks associated with time delays, not meeting the desire quality standard and the coordination of multiple specialist contractors.
The client is considering advertising the residential units to enable them to be quickly sold following completion and therefore important that the programme does not overrun.
Prepare a report advising your client on the factors you have considered in developing a procurement strategy, in order to determine a procurement route and suitable standard form of contract that best meet the needs of this client and their proposed development.
You must provide clear reasoned recommendations justifying your approaches to:
• developing a procurement strategy
• identifying the most appropriate procurement route
• selecting a suitable standard form of contract for the required works.
Your report should be supported where appropriate by tables, diagrams either in the body of the text or appendices.
The following are required in the report:
• Title page / front cover;
• Executive summary;
• Contents list;
• Introduction;
• Main body – use of headings and subheadings recommended;
• List of references.

As a recommendation is required, you may either include this as part of the discussion in the main body of the report or as a separate section.
You should include a reference list with a minimum of 10 separate relevant and appropriate sources that you have written about and cited within your work.
A bibliography of uncited sources is not required.

Threshold | The grammar and punctuation will be adequate to convey your recommendations. You will have given information that is sufficiently relevant and addresses all requirements of the task. The writing will be largely descriptive, and the level of analysis basic, but adequate. Your work will be largely based on the module materials with limited evidence of independent research. The formatting of references will be consistent but may not accurately follow the required UCEM Harvard referencing system.
Your report will explain the purpose of developing a procurement strategy, the factors that such a strategy needs to consider and how one can go about identifying an appropriate procurement route and standard form of contract for the project. Your submission will be structured in a way that flows logically, justifies your recommendation and is informed by, and shows knowledge and understanding of, relevant material on the topic. Sources will be cited and referenced. |

Relevant principles that inform the approaches to for identifying a procurement strategy, procurement route and suitable form of contract will be applied more effectively than in a Threshold answer. Evaluation that underpins your advice will be more nuanced and contextualised to an extent on the needs of the client and project requirements. |
Excellent | An excellent answer will have met the criteria given for a good answer. Your answer will be precise, concise and entirely focussed on the task with a completely logical flow throughout. You will have presented logical arguments with fully reasoned recommendations. There will be no materially irrelevant content. Grammar and punctuation will be precise and accurate, leading to articulate communication of the reasons for the advice. The source material drawn upon is likely to well exceed the minimum requirement and referencing will be completely in accordance with The UCEM Harvard referencing system.
Relevant to the particulars of the task, comprehensive knowledge and understanding of the subject areas will be demonstrated. You will show insight and evaluation that underpins your advice based on rigorous analysis of highly pertinent materials such as to demonstrate a clear understanding of the relevant principles and their application to the project described. Analysis will be wholly informed by the client needs and project requirements. |
